WHO WE ARE


NTUC Training and Transformation is a strategic enabler within NTUC to support workforce and business transformation. 

Leveraging tools like the Operation & ​​Technology Roadmap process, Industry Training Officers work with unions to support companies in developing a ready, relevant, and resilient workforce alongside business strategies that will address current and future needs. Together with the unions and the extended Labour Movement family, the NTUC Training and Transformation team assists companies to translate these strategies into actionable outcomes such as technology adoption, job redesign, and skills upgrading to drive workforce and business transformation and growth.​

One sector that has benefitted from OTR is the waste management sector. NTUC Training and Transformation worked with the Building Construction And Timber Industries Employees' Union (BATU), and the Waste Management & Recycling Association of Singapore (WMRAS) on an OTR to professionalise and upgrade the sector.

Through a series of workshops facilitated by Industry Training Officers from August to October 2020, the union and the sector explored industry-level data and strategies. At the end of the OTR, a consensus was reached on new norms that will impact the sector and its workers. They are: 

  • Explore relevant technological adoptions leading to better innovation, productivity and safety
  • Attracting, retaining, and localisation of waste management workers
  • Continuous learning and development of waste management workers
